Jose was born in McAllen, Texas and was raised mostly in the Rio Grande Valley, although he lived in Reynosa, Mexico for seven years. He graduated from Rice University with a B.A. degree in Philosophy and Political Science in 2005, and The University of Texas School of Law with a J.D. degree in 2008.
While in law school, Jose interned at the 13th Court of Appeals, studied European Law in San Sebastian, Spain, and participated in the University of Texas School of Law’s Immigration Clinic. After law school, Jose joined the Texas Commission on Environmental Quality (“TCEQ”) as a staff attorney. At TCEQ, he dealt in-depth with issues related to the regulation, enforcement, and permitting of CCNs, water supply corporations, water quality, sewage, composting, grease trap wastes, grit trap wastes, tire disposals, radioactive wastes, industrial wastes, municipal solid wastes, and Prop. 2 tax abatements. He represented the agency in contested cases before the State Office of Administrative Hearings, rule development projects, and environmental litigation matters.
After spending approximately four years with the TCEQ, Jose joined Guerra, Leeds, Sabo & Hernandez, P.L.L.C. His practice deals with environmental law, bankruptcy law, immigration law, and civil defense litigation. Jose advises clients with regard to administrative compliance and complex water law matters, including all aspects of water rights. He also assists clients in securing environmental permits and in enforcement matters before the TCEQ. He is licensed to practice in all Texas courts and is also licensed in the Southern District of Texas. Jose is very active in the community, volunteering with Big Brothers of Central Texas as a mentor and participating in pro-bono events sponsored by the Hidalgo County Bar Association and the Hidalgo County Young Lawyers Association. Jose is fluent in Spanish.
