Ms. Manuel graduated from Millikin University in Decatur, Illinois with a B.S. in Management Information Systems. She went on to pursue her law degree at Southern Illinois University School of Law, where she spent her first year. She then transferred to the University of Illinois College of Law, where she obtained her J.D. degree in 2001, and graduating cum laude. She is admitted to practice law in the State of Illinois, Federal Court for the Central District of Illinois, and the Seventh Circuit Court of Appeals. She also obtained licenses in the states of Indiana and Missouri, where she is currently on inactive status .
Ms. Manuel is a member of the Illinois State Bar Association, is a certified Guardian ad litem (GAL), and has been a speaker at conferences involving children with disabilities and special education.
